Requires electricians licensed in Connecticut to complete at least 4 hours per year of accredited continuing professional education, with the commissioner authorized to increase this to a maximum of 7 hours upon request of the Electrical Work Board (effective July 1, 2011).

Mandates that continuing professional education regulations include qualifying criteria for accredited programs and acceptable certificates, and provide for waivers for good cause.

Prohibits placement of donation bins in public places without permission from the property owner or authorized agent (effective October 1, 2011).

Requires donation bins to display a notice in block letters at least 2 inches high stating the nonprofit organization's name (if charitable), the bin owner's name, contact information for the Department of Consumer Protection, or a statement that the donation is not for charitable purposes.

Establishes a penalty of up to $500 in fines for violation of donation bin notice requirements.
