Requires hospitals proposing to terminate services previously authorized by certificate of need to file a modification request with the office at least 60 days before the termination date

Removes prior exemption that allowed hospitals to terminate inpatient or outpatient services without certificate of need approval

Updates inventory requirements for the office to track health care facilities and equipment, with biennial reporting from facilities and providers
