Amends Connecticut General Statutes Section 31-227(d)(1) to permit faculty members at public institutions of higher education to collect unemployment benefits between academic years or terms.

Allows unemployment benefits if the faculty member performed services in an instructional, research, or principal administrative capacity in the preceding academic year or term.

Requires reasonable assurance that the faculty member will continue performing services at the same or another public institution of higher education in Connecticut.

Specifies that job assignments or offers contingent on student enrollment, funding, program changes, or availability of other faculty members do not constitute reasonable assurance for unemployment eligibility.

Targeted at enabling part-time and temporary faculty members to access unemployment benefits during periods between academic terms or years.
