Requires the Commissioner of Children and Families to convene a working group by October 1, 2011, to study options for expanding postsecondary educational financial assistance to children adopted through or placed with relative caregivers by the Department of Children and Families.

Working group shall include the Commissioner of Children and Families (or designee), a member of the Board of Governors of Higher Education (or designee), the Child Advocate (or designee), and representatives of adoptive families and relative caregivers in the subsidized guardianship program.

Working group shall examine expanding financial assistance to all adopted children and relative caregivers and reallocating existing postsecondary education funds to serve a broader population.

Requires the working group to submit findings to the select committee on children and the joint standing committees on higher education and appropriations by January 1, 2012.
