Repeals and replaces Section 17b-371 governing the Long-Term Care Reinvestment account effective from passage.

Removes requirement that the Commissioner of Social Services consult with the Secretary of the Office of Policy and Management when expending funds from the account.

Maintains eight authorized uses for account funds: home and community-based alternatives to nursing homes, provider rate increases, workforce development, information technology systems, long-term care insurance premium assistance, nursing home relocation costs, facility improvement grants, and alternative nursing home design adoption grants.

Requires the Commissioner of Social Services to develop a written allocation plan for fund distribution and submit it to the joint standing committees on human services and appropriations.

Mandates annual reporting by the Commissioner to the Governor and relevant legislative committees beginning January 1, 2012, including financial data and Medicaid expenditure impact estimates.
