Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers for the preceding 24-month period ending December 31st of the calendar year before the fiscal year in question, based on U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to include expenditures from all appropriated funds authorized by public or special act of the General Assembly.

Excludes from general budget expenditures all payments of principal and interest on bonds, notes, or other evidences of indebtedness.

Excludes from general budget expenditures all expenditures pursuant to section 4-30a of the general statutes.

Requires passage by three-fifths of the members of each house of the General Assembly to implement the constitutional limitation on expenditures.
