Amends Section 8-3b of general statutes to allow zoning commissions to send notice of zone changes by electronic mail in addition to certified mail (effective October 1, 2011)

Zoning commissions must send notices to regional planning agencies when proposed zone changes affect areas within 500 feet of another municipality's boundary

Electronic mail notices must be sent to the email address designated on the regional planning agency's website, with no later than 30 days before the public hearing

If a zoning commission does not receive email confirmation of receipt from a regional planning agency, it must send the notice by certified mail within 25 days before the public hearing

Regional planning agencies must study the proposal and submit findings and recommendations to the zoning commission at or before the hearing, with agencies contiguous to Long Island Sound required to include environmental impact findings
