Requires the Commissioner of Environmental Protection to adopt a new fee schedule for nonresident hunting, trapping, and sport fishing licenses by August 1, 2011.

Sets nonresident license fees equal to the amount charged by the nonresident's home state for similar licenses.

Establishes a minimum threshold that nonresident fees cannot be less than the resident fee charged by Connecticut for the same license.
