Prohibits municipal legislative bodies from establishing higher water rates for residential property owners who reside outside the municipality compared to rates charged to in-municipality residential customers.

Requires that rates be "just and equitable" and established after a public hearing with at least 10 days' notice published in a local newspaper.

Maintains existing provisions allowing rate changes made substantially pro rata across all customer classes without requiring a hearing.

Effective date is October 1, 2011, and amends section 7-239(a) of the general statutes.
