Requires carbon monoxide detection and warning equipment in all public and nonpublic school buildings effective July 1, 2011.

Mandates that school buildings with building permits issued on or after January 1, 2012 must use hardwired carbon monoxide detection equipment meeting Underwriter's Laboratories standards, prohibiting battery-operated or plug-in equipment with battery backup.

Requires regulations to specify installation, maintenance, testing, and inspection requirements for carbon monoxide equipment in schools, including compliance with manufacturer instructions and National Fire Protection Association standards.

No certificate of occupancy may be issued for public or nonpublic school buildings with permits issued on or after January 1, 2012 unless carbon monoxide detection equipment complies with the Fire Safety Code.

Provides liability protection for municipalities, boards of education, and their employees for failure to detect carbon monoxide in school buildings when equipment is properly installed and maintained per manufacturer specifications and regulations.
