Transfers conservation functions including forestry, parks, and fish and game from the Department of Environmental Protection to the Department of Agriculture effective July 1, 2011.

Renames the Department of Agriculture as the Department of Agriculture and Natural Resources with a Commissioner of Agriculture and Natural Resources appointed by the Governor.

Makes the Department of Agriculture and Natural Resources a successor department to the Department of Agriculture under state law provisions for departmental succession.

Substitutes "Commissioner of Agriculture and Natural Resources" and "Department of Agriculture and Natural Resources" for references to "Commissioner of Agriculture" and "Department of Agriculture" throughout specified sections of general statutes (Titles 22, 26, and other sections).

Transfers all Department of Environmental Protection employees performing functions described in Titles 23 or 26 of general statutes to the Department of Agriculture and Natural Resources.
