Establishes tiered penalties for illegal dumping of litter on public or private property: maximum $199 fine for first offense and maximum $500 fine for second or subsequent offenses.

Fine revenues split equally between the state and municipality where arrest was made, or between the Department of Environmental Protection and municipality if arrest made by a conservation officer.

Requires additional surcharge equal to 50% of the fine when litter is dumped on public land (state parks, state forests, or municipal parks), with surcharge revenue going to the municipality or Department of Environmental Protection.

Designates vehicle operators as prima facie responsible for litter thrown, blown, scattered, or spilled from their vehicles.

Effective date: October 1, 2011.
