Changes the Department of Social Services requirement from "may" to "shall" work with local governments, institutions of higher education, community action agencies and other entities to enroll eligible individuals in the supplemental nutrition assistance program (SNAP) and education, employment and training activities.

Requires the Commissioner of Social Services to conduct community outreach by directing existing department employees to provide assistance to SNAP applicants at community action agencies, hospitals and community health centers.

Requires the Commissioner to designate a sufficient number of existing department employees to process SNAP applications in a timely and accurate manner.

Effective October 1, 2011.

Purpose is to maximize SNAP applications submitted to the U.S. Department of Agriculture, maximize federal dollars received by eligible persons, and increase the state's potential to receive performance bonus dollars.
