Reconstitutes the Connecticut Capitol Center Commission with 12 members, including the Secretary of the Office of Policy and Management, the mayor of Hartford, the executive director of the Connecticut Commission on Culture and Tourism, and appointees from legislative leaders and Hartford officials.

Changes the commission chairperson from the Secretary of the Office of Policy and Management to the mayor of Hartford.

Requires the commission to revise the master plan for the Connecticut Capitol Center in Hartford and submit the revised plan to relevant joint standing committees of the General Assembly no later than July 1, 2012.

Removes the Commissioner of Public Works and Commissioner of Economic and Community Development from the commission membership and eliminates the chairperson of the Hartford Commission on the City Plan.

Eliminates the previous requirement for the commission to review and report on the master plan every five years starting January 1, 2003.
