Permits nonprofit organizations to mail raffle tickets as a fundraising method, effective October 1, 2011.

Requires organizations to print words on each mailed ticket stating "no purchase or payment is necessary."

Applies only to organizations already authorized to conduct raffles under Connecticut law (veterans groups, churches, civic organizations, charitable organizations, volunteer fire companies, political parties, and municipalities).

Allows these organizations to accept credit cards, debit cards, checks, or cash as payment for raffle tickets mailed to constituents.

All funds raised must be used exclusively for the purpose stated in the organization's permit application.
