Requires persons engaged in building deconstruction to obtain a license from the Department of Public Safety with fees of $440 for Class B licenses and $940 for Class A licenses, with annual renewals at $250 and $750 respectively.

Exempts historic building deconstruction, farm building deconstruction, single-family residence renovation, underground petroleum tank removal, and fire department training exercises from licensing requirements.

Mandates local building officials issue deconstruction permits only after applicants provide proof of liability insurance ($100,000 per person/$300,000 aggregate for bodily injury; $50,000 per accident/$100,000 aggregate for property damage) and utility disconnection certificates.

Requires deconstructors to notify adjoining property owners by registered mail, maintain 8-foot safety fences around work sites, and install protective sidewalk sheds for buildings 12 feet or taller within six feet of streets or public areas.

Violations subject to fines up to $500 or imprisonment up to one year, with all provisions effective October 1, 2011.
