Restructures the Governor's Council for Agricultural Development from a flexible membership of up to 30 members to a defined membership of 11 members with specific agricultural sector representation.

Requires council to include the Commissioner of Agriculture as chairperson, the dean of UConn's College of Agriculture and Natural Resources, and the chairperson of the Connecticut Milk Promotion Board.

Mandates council recommendations to increase consumer spending on Connecticut-grown produce and farm products to at least 5% of all food spending by residents by 2020.

Maintains council meeting requirement of at least once per calendar quarter and establishes that members who miss more than two meetings in a year are deemed to have resigned.

Specifies appointment of members by the Governor (six agricultural producers), Speaker of House, President Pro Tempore of Senate, and majority and minority leaders of both chambers, each representing different agricultural sectors.
