Amend general statutes to allow municipalities to place liens on any personal property or assets of a property owner during anti-blight enforcement actions, not limited to the blighted property itself.

Expand the definition of "owner" to include limited liability corporations and partnerships that own the property subject to enforcement action.

Enable municipalities to use broader lien authority as a tool to enforce anti-blight ordinances and improve neighborhood quality of life.
