Establishes a collaborative committee under the Commission on Health Equity effective July 1, 2011, to monitor adoption of Culturally and Linguistically Appropriate Standards (CLAS) by health care providers receiving federal funds in Connecticut.

Committee membership includes representatives from 15 health care entities and organizations, including the Commissioners of Public Health and Mental Health and Addiction Services, hospital associations, nursing associations, and the Medical Interpreting Association of Connecticut.

Requires the committee to prepare quarterly reports on CLAS adoption and compliance, analyze services for limited English proficiency populations, establish a self-monitoring board, conduct training workshops on best practices, and submit annual reports to the General Assembly from January 1, 2013 through January 1, 2018.

Committee must hold initial meeting by January 1, 2012, and meet quarterly thereafter at the chairperson's call.

Committee terminates on January 1, 2018.
