Establishes a pilot program in Bridgeport public health facilities allowing licensed dental hygienists with master's degrees in advanced dental hygiene practice to provide expanded dental services under a collaborative management agreement with a dentist.

Authorizes advanced dental hygiene practitioners to perform services including local anesthesia administration, tooth restoration, pulpotomies, temporary crown placement, nonsurgical extractions of primary teeth, and prescription/dispensing of analgesics, anti-inflammatories, and antibiotics.

Requires collaborative management agreements in writing that specify supervisory relationships, medication protocols, emergency procedures, and patient disclosure methods, with agreements maintained at the service location for inspection by state departments.

Mandates professional liability insurance of at least $500,000 per occurrence and $1,500,000 aggregate for practitioners, with insurance companies required to report policy information to the Commissioner of Social Services.

Pilot program commences on or before January 1, 2014 and terminates no later than January 1, 2015, with results reported to the General Assembly by July 1, 2015 including recommendations for statewide expansion.
