Establishes an advisory committee within the Department of Public Health to promote enhanced communication and collaboration between the Department of Public Health, municipal health departments, and local health districts, effective July 1, 2011.

Committee consists of ten members: five appointed by the Commissioner of Public Health and five appointed by the executive director of the Connecticut Association of Directors of Health, with a chairperson selected by the Commissioner.

Committee must evaluate the allocation of public health resources, implementation of state and federal policies affecting local health departments, and review proposed policy changes from the Department or local entities.

Department of Public Health must submit any proposed application for federal funds or grants to the committee for review and approval by a two-thirds majority before funds can be disbursed, with exceptions for time-sensitive applications that may be reviewed post-submission.

Chairperson may approve applications with committee modifications if a two-thirds majority cannot be secured, and the committee shall submit annual reports to the joint standing committee on public health beginning January 1, 2012.
