Extends child day care center and group day care home licenses from two years to four years, effective October 1, 2011.

Increases licensure fees to $500 for day care centers and $250 for group day care homes per four-year license term.

Grants the Commissioner of Public Health discretion to waive new license applications for currently licensed operators requesting changes in ownership, operator, or location.

Establishes a pilot program administered by a licensed physician to provide temporary custodial care for up to 12 children per day with communicable or noncommunicable illnesses, limited to nine hours per day per child.

Pilot program requires Department of Public Health review of physical plant and operational policies, state child abuse registry checks for employees, and departmental access to facilities and records; program terminates September 30, 2013.
