Expands the definition of "fire duties" in Connecticut General Statutes Section 7-314(a) to include dispatching for medical or other emergencies, providing prearrival medical instructions, and on-the-scene medical services, effective October 1, 2011.

Extends civil liability immunity under Section 52-557b(b) to emergency medical technicians and medical response technicians who complete first aid training from approved organizations.

Clarifies that "emergency first aid" includes prearrival medical instructions provided by phone or electronically, as well as emergency care provided on-scene.

Protects qualified firefighters, police officers, and emergency medical personnel from civil damages for ordinary negligence when rendering emergency first aid, except in cases of gross, willful, or wanton negligence.

Applies to both paid and volunteer personnel providing emergency medical services beginning October 1, 2011.
