Extends the moratorium on construction of new interdistrict magnet schools by amending section 10-264h of the general statutes.

Requires the Department of Education to provide annual grants to local and regional boards of education for out-of-district students in the Open Choice Program, with amounts scaled based on enrollment percentages: $3,000 per student (less than 2% of district population), $4,000 per student (2-3%), or $6,000 per student (3% or greater).

Authorizes the Commissioner of Education to place out-of-district students in unused school slots in neighboring districts beginning July 1, 2012, if such slots are available under the Milo Sheff settlement requirements.

Directs savings from the extended magnet school construction moratorium to fund the Open Choice Program grants to receiving districts.
