Makes the Tuesday after the first Monday of November a legal holiday by amending section 1-4 of the general statutes.

Requires all private sector employers to permit employees two hours away from work during regular hours to vote without loss of compensation, at a time designated by the employer.

Allows employers to require employees to request voting leave prior to election day and to provide proof of voting.

Establishes a fine of not less than $250 and not more than $1,000 for any employer who violates the voting time-off requirement.

Purpose is to encourage greater participation in elections by making election day a legal holiday and ensuring employees have time to vote.
