Repeals and replaces provisions governing interlocal agreements between municipalities, effective October 1, 2011, allowing two or more municipalities to jointly perform any function that each may perform separately.

Broadens the definition of "public agency" to include municipalities, districts, metropolitan districts, and municipal districts, simplifying the scope of eligible entities for interlocal agreements.

Expands the types of functions that can be jointly performed to include any function authorized under state statutes, special acts, charters, or home rule ordinances, replacing the previous detailed list of specific services.

Streamlines the agreement ratification process by requiring only that proposed agreements be submitted to legislative bodies with opportunity for public comment, eliminating mandatory public hearings and the multi-step review period previously required.

Allows municipalities with town meetings to delegate ratification authority to the board of selectmen, provided the selectmen provide opportunity for public comment.
