Prohibits use of flammable gas to clean or blow gas piping at electric generating facilities, effective immediately upon passage.

Requires Connecticut Siting Council to verify that electric generating facility applicants retain at least one approved special inspector throughout construction to assist municipal fire marshals with plan review and inspections.

Mandates applicants pay a fee to fund training of local fire marshals on electric generating facility construction issues, deposited in the Code Training Fund.

Specifies special inspectors must be licensed professional mechanical engineers or National Board of Pressure Vessel Inspectors commissioners with electric generating facility experience, and cannot be otherwise employed by or financially involved in the facility.

Requires the Connecticut Siting Council and Departments of Public Safety, Emergency Management and Homeland Security, Consumer Protection, Public Works, and Labor Department to conduct at least one meeting during construction to discuss and resolve safety issues.

Establishes penalties of up to $100,000 in fines and/or two years imprisonment for violating flammable gas prohibition or special inspector requirements.
