Amends section 10-51 of Connecticut general statutes to allow regional boards of education an alternative method for allocating operating costs among member towns.

Permits member towns to share costs based on the average number of resident pupils over the preceding three school years rather than using a single school year's enrollment figures.

Each member town's cost allocation equals the ratio of its three-year average pupil population to the total pupil population across all member towns.

Allows regional school districts to smooth out budget impacts caused by year-to-year fluctuations in student enrollment on local municipal budgets.
