Repeals and replaces Section 21a-236 of the general statutes effective October 1, 2011, governing inspection and regulation of bedding and filling material production and sales.

Authorizes the commissioner to inspect facilities where bedding is made, renovated, sterilized, sanitized or sold, and to order products off sale if believed to violate regulations.

Increases civil penalties from a flat $200 to a tiered structure: $500 for the first violation, $1,000 for the second violation, and $1,500 for third or subsequent violations.

Empowers the commissioner to revoke or suspend licenses, reprimand licensees, or deny applications for false statements, violations, fraud, deceit or misrepresentation.

Requires the Attorney General to apply to Superior Court for restraining orders or injunctions against alleged violations upon the commissioner's request.
