Amends Section 16a-23 of the general statutes to prohibit producers and refiners of petroleum products from using pricing systems that determine wholesale gasoline prices based on geographic location of retail sellers in Connecticut.

Requires that wholesale prices be offered on an equal basis to all retail gasoline sellers in the state, with any discounts or rebates disclosed separately on invoices and offered to all retailers on equal terms and conditions.

Establishes that violations of the geographic pricing prohibition constitute unfair trade practices under Chapter 735a.

Becomes effective July 1, 2011.

Replaces outdated pronoun references ("he," "him") with "such person" throughout the statute.
