Prohibits head-first diving in swimming pools or bodies of water where water depth is less than eight feet, effective July 1, 2011.

Restricts use of starting blocks to competitive swimming events and related training activities overseen by competent personnel.

Requires any new starting block installations in competitive swimming pools to be placed in sections with water depth of at least six feet, effective July 1, 2011.
