Establishes a task force to study the feasibility of allowing students in licensed practical nursing programs at vocational-technical or private occupational schools to earn college credits toward direct transfer into the second year of registered nursing programs at Connecticut institutions of higher education.

Task force composition includes 12 members: legislative appointees from House and Senate leadership, the Commissioner of Higher Education, two gubernatorial appointees, representatives from practical and registered nursing education programs, and the director of the Office of Workforce Competitiveness.

Director of the Office of Workforce Competitiveness serves as chairperson and must schedule the first meeting within 60 days of the bill's effective date; all appointments must be made within 30 days.

Task force must submit findings and recommendations to the joint standing committee on higher education and employment advancement by January 1, 2012, and terminates upon submission of the report or January 1, 2012, whichever is later.

Administrative support provided by the joint standing committee of the General Assembly having cognizance of higher education and employment advancement matters.
