Prohibits discrimination based on gender identity or expression in employment, public accommodations, housing sales or rentals, credit granting, state contracts, education, utility service, state licensing, and job training programs.

Defines "gender identity or expression" for purposes of anti-discrimination law.

Authorizes the Commission on Human Rights and Opportunities to investigate complaints of discrimination based on gender identity or expression.

Amends Connecticut general statutes to extend existing discrimination protections to include gender identity and expression as protected classes.
