Establishes warranty coverage requirements for new vessels and marine engines sold to consumers, effective October 1, 2011.

Requires manufacturers to repair vessels or engines that fail to conform to express warranties when reported within two years of original delivery, regardless of whether repairs occur after warranty expiration.

Manufacturers must clearly disclose in writing any requirement for consumer notification of nonconformity claims and must provide contact information for such notifications.

If a defect substantially impairs use, safety, or value and cannot be fixed after a reasonable number of repair attempts, the manufacturer must either replace the vessel or engine or refund the full purchase price plus all collateral charges including sales tax, license, and registration fees.
