Requires Chapter 147 of the general statutes to mandate a set number of ballots be printed and available at each polling place based on a percentage of registered voters for gubernatorial, presidential, and special elections and primaries.

Directs the Secretary of the State, registrars of voters, and town clerks to determine the specific percentage of ballots needed for each election year.

Requires Chapter 157 of the general statutes to be amended to provide state funding for bulk purchasing of ballots.

Authorizes use of Citizens' Election Fund monies to help finance the bulk purchase of ballots by the state.

Purpose is to ensure sufficient ballots are available so all voters have the opportunity to cast their vote during elections.
