Town clerk becomes sole official responsible for distributing, counting, and securing absentee ballots, including mailing ballots, receiving them, and counting them no later than one day after election day.

Town clerk must develop a list of absentee ballots received before end of election day, notify interested parties and observers, and permit candidates to appoint absentee ballot counters.

State Elections Enforcement Commission shall handle any complaints regarding mishandling of the absentee ballot process.

Registrars of voters are prohibited from removing voters from the active enrollment list based solely on change notifications from the Department of Motor Vehicles.

Each major candidate may appoint an election official inside polling places for the entire election day process during primary, special, and general elections.
