Establishes a task force to study rehabilitation services for children and youth, focusing on substance use disorder treatment access, barriers, and coverage gaps.

Task force shall examine insurance coverage and reimbursement for rehabilitation services, the application of mental health parity laws to substance use disorder treatment, and other related topics.

Task force membership includes 8 legislative appointees (2 each from House Speaker and Senate President Pro Tempore, 1 each from majority/minority leaders), 3 state commissioners, the Child Advocate, Healthcare Advocate, 2 gubernatorial appointees, and 2 parent/family advocacy representatives.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force shall submit findings and recommendations to relevant joint standing committees by January 1, 2012, and terminates upon submission of the report or January 1, 2012, whichever is later.
