Prohibits cell tower siting within 750 feet of schools or day care facilities unless no other appropriate, town-approved site exists.

Expands public input opportunities for Connecticut Siting Council decisions regarding certain fuel cell facilities.

Authorizes the Connecticut Siting Council to impose fines and request injunctive relief against applicants who intentionally file inaccurate or misleading information in approval applications.

Encourages telecommunications applicants to use miniaturized technology and promotes regionally preferred sites that service wider areas while protecting scenic and environmental assets.
