Establishes a task force to study Connecticut's creative economy, including analysis of cultural industries, workforce development, and strategies to brand the state as a creative economy leader, with reports due annually by February 1 starting in 2012 through 2017.

Task force composition includes 16 members appointed by legislative leaders, state commissioners, university representatives, regional arts councils, and workforce officials, with the Commissioner of Economic and Community Development serving as co-chair.

Defines "creative cluster" as groupings of creative, cultural, and innovative individuals or enterprises that produce or provide cultural ideas, works, or services, to be tracked alongside traditional economic clusters.

Requires the Commissioner of Economic and Community Development to include analysis of creative and economic clusters in annual reports to the Governor and General Assembly, including identification of existing clusters, new cluster formation, and bond fund expenditures.

Directs the Office of Workforce Competitiveness and other agencies to incorporate creative industry representatives into workforce development planning and educational program reviews to strengthen linkages between education and creative sector employment needs.
