Commissioner of Economic and Community Development, in consultation with Connecticut Housing Finance Authority, may establish a program requiring housing projects built or substantially rehabilitated with state financial assistance set aside up to 15% of dwelling units as affordable housing for chronically homeless or at-risk persons (effective October 1, 2011)

Commissioners of Economic and Community Development, Mental Health and Addiction Services, and Social Services, plus Connecticut Housing Finance Authority director must coordinate to provide supportive services to residents of designated affordable units

Commissioner of Economic and Community Development authorized to adopt regulations under Connecticut General Statutes Chapter 54 to implement the program

Program applies to housing projects receiving financial assistance on or after October 1, 2011
