Increases the notice requirement deadline for injuries on defective highways, bridges, sidewalks, roads, or railings from 90 days to 180 days following receipt of a completed police investigation report.

Extends the deadline to one year from receipt of a completed police investigation report if the injured person dies or becomes cognitively impaired as a result of the injury.

Applies the extended deadline to claims against the state, towns, cities, corporations, boroughs, and other responsible parties for failure to maintain infrastructure.

Allows conservators of persons, executors, or administrators of deceased persons' estates to file notice on behalf of injured or deceased individuals.

Amends Connecticut General Statutes sections 13a-144, 13a-149, and 13a-152 to implement these changes.
