Requires police officers to cause arrest of first-time offenders (persons with no prior arrest record) to be taken to a hospital or other facility for clinical assessment when the officer reasonably believes the person has psychiatric disabilities.

Mandates that clinical assessment determine whether the person would benefit from mental health services.

Applies only to individuals with no prior arrest record who are suspected of having psychiatric disabilities.

Intended to assess potential for recidivism among first-time offenders through mental health evaluation.
