Directs the Commissioner of Revenue Services and Labor Commissioner to determine how a state tax credit matching the federal Work Opportunity Tax Credit could be implemented for employers who hire individuals convicted of a crime.

Requires population counts from the most recent federal decennial census to be adjusted so persons confined in state correctional facilities are counted in the geographic unit where they resided prior to incarceration.

Prohibits the state, political subdivisions, and employers contracting with the state from requiring prospective employees to disclose arrests or convictions until the employer has determined the applicant is otherwise qualified and made a conditional job offer.
