Amends section 17a-7a to permit the Commissioner of Children and Families to waive the requirement for a new 60-day evaluation of fitness and security risk when a child convicted as delinquent transfers between facilities.

Authorizes the Commissioner to award weekend leave passes to children who have exhibited good behavior to facilitate reentry into the community or placement in less restrictive facilities.

Repeals the requirement in section 17a-3(c) that children convicted as delinquent remain at the Connecticut Juvenile Training School for a minimum of one year after referral to the Department of Children and Families.
