Permits individuals, including domestic violence victims and crime victims, to file a written request with the Judicial Department to monitor the frequency and validity of court actions filed against them in Superior, Appellate, and Supreme Courts.

Requires Superior Court judges to adopt rules governing the filing of actions by persons determined to have filed cases for purposes of harassment, stalking, or bankruptcy of an individual.

Rules adopted by judges may include limiting the number of actions such persons may file annually and defining the grounds upon which actions may be filed.

Aims to prevent misuse of the state judicial system and protect vulnerable individuals from harassment, stalking, or financial ruin through court filings.
