Expands police missing children requirements to apply to all children under 18 years of age, instead of only those under 15 years of age.

Requires police to notify both the school district where a child resides and the school district where the child attends school of arrests, with modifications to confidentiality provisions.

Clarifies that the Department of Children and Families' responsibility for committed children and youth ends at age 20.

Authorizes judges to order disclosure of juvenile delinquency records on a case-by-case basis to specified persons, including crime victims.

Adds strangulation in the first and second degree and home invasion to the list of serious juvenile offenses, and adds evading responsibility for accidents causing serious injury or death to offenses requiring Department of Motor Vehicles notification.
