Allows unemployment compensation appeal claimants to file late appeals beyond the standard 21-day period if they demonstrate "good cause," with good cause defined in regulations adopted pursuant to section 31-249h.

Extends the appeal deadline to the next business day if the 21-day filing period ends on a day when Employment Security Division offices are closed.

Applies the good cause exception for late filing to both overpayment determination appeals and fraudulent benefit receipt appeals.

Clarifies that appeals filed by mail are timely if received within 21 days or postmarked within 21 days, excluding private postage meter dates.

Effective October 1, 2011.
