HB 6100 - Improvement Districts in Windsor

• Establishes the Great Pond Improvement District in Windsor (653.27 acres total) effective July 1, 2011, with authority to finance infrastructure improvements including roads, sewers, water systems, recreational facilities, and environmental remediation.

• Authorizes the Great Pond district to issue up to $140 million in bonds and to levy taxes, fees, and benefit assessments on properties benefited by improvements, with assessments payable in up to 30 annual installments.

• Establishes the Millbrook Greens Improvement District in Windsor (95.08 acres) effective July 1, 2011, with authority to issue up to $10 million in bonds for similar infrastructure and recreational purposes.

• Requires both districts to enter into interlocal agreements with the town of Windsor before issuing bonds and to submit quarterly project activity reports; exempts district property and bond income from taxation.

• Provides voter approval procedures requiring at least two-thirds support of property assessments for district establishment, and allows either district to be merged into the town if no bonds are issued within four years.
