Requires municipalities to offer a right of first refusal to the original property owner (or their heir) if property acquired by eminent domain is not used for its intended public purpose and the municipality seeks to sell it.

Applies the same repurchase procedures currently used for acquisitions for redevelopment and economic development purposes to all eminent domain acquisitions.

Allows original owners or heirs to repurchase property under the same terms the municipality offers to other buyers.
