Creates regional collaboration incentive payments for municipalities and school boards that enter into agreements to jointly provide municipal or educational services starting July 1, 2011.

Municipalities or boards become eligible for payments when they reduce state grant or aid amounts by consolidating services through interlocal agreements under specified statutes.

Payment amount equals 50% of the difference between the grant/aid amount the municipality would have received and the reduced amount actually received due to the service consolidation agreement.

Requires the state agency administering each grant or aid program to calculate savings and issue the incentive payments in the fiscal year savings are realized.

Applies to any agreements between two or more municipalities or boards created under existing interlocal cooperation statutes or other collaborative arrangements.
